The role of the Office of Student Affairs is to help the university community navigate institutional processes and policy and to connect individuals to resources on and off campus to support their wellness. Our services are available to on campus and open learning students and faculty, staff, and administration.

CARE Report Coordinated, Assessment, Response and Education

Members of the Thompson Rivers University (TRU) community who are concerned about a student’s wellbeing and want to support others — or themselves — can access on-campus resources or submit a CARE Report. A CARE report connects students with case managers who can assess their needs and provide appropriate support.

What is a CARE Report?

A Coordinated Assessment, Response and Education (CARE) report is an online tool you can use to refer students to case managers within Student Services. Case managers or representatives within Student Services will work with the impacted student to assess their needs and to help them access resources on and off campus.

Who can submit a CARE Report?

Any member of the TRU community, which includes students, staff and faculty.

When should I refer a student?

You should submit a CARE report if you are concerned about a student who appears to be struggling, in distress or discloses personal hardship to you. Some examples include:

  • A student who is experiencing changes in their normal behavior such as becoming withdrawn or disruptive, having difficulty thinking in person or in written communication or is no longer taking care of personal hygiene.
  • A student experiencing personal hardship that is impacting their academic, personal or financial situation.
  • A student experiencing a personal loss: a death, a relationship breakdown, etc.
  • A student who requires help with their academics after transitioning into or out of a hospital visit.
  • A student who needs support with a policy or process on campus such as an appeal or withdrawing for extenuating circumstances.
  • A student who feels unsafe or is experiencing harassment or discrimination.

When shouldn’t I refer a student using a CARE Report?

Seek immediate help for a medical emergency or any risk of violence to self or others by calling 911.

A CARE report is not intended for disclosures of sexualized violence. If you have experienced sexualized violence or have taken a disclosure from someone in the TRU community, please review the Sexualized Violence Prevention and Response webpage and contact svpr@tru.ca for support or consultation.

What happens when I submit a CARE Report?

The report is sent to and monitored by student case managers. A referred student will be contacted for a check-in within two business days. They can refuse services if they wish. You can indicate if you want a case manager to contact you for a follow-up consultation via email or phone.

We strongly encourage you to inform the student that you are concerned and are submitting a CARE report; however, we will keep your name anonymous if needed.

How does confidentiality work?

A case manager will protect the information within a CARE report. Case managers are allowed to share information with other TRU employees on a “need to know basis” when the information is required for the other person to do their job.

A case manager will connect with employees, as appropriate, to ensure the student is well supported. Case managers do not share information outside of TRU unless they have written permission from the student or there is an immediate risk of harm to the student or others.

What if this is a mental health or medical emergency?

If this is a mental health emergency (such as a suicide attempt, someone intoxicated while driving or a person who appears detached from reality), please call 911 first and notify Student Services (250-828-5023) immediately after.

If a person directly or indirectly refers to thoughts of suicide, it is an emergency. Please contact Student Services immediately (250-828-5023) or walk the student into OM1631. If it is outside working hours (8 a.m. - 4 p.m.), contact 911 and ask for a wellness check.

If you have a safety concern on campus such as an attempt or risk of violence or harm on campus, then this is a medical emergency. Please call 911 and contact Security 250-828-5033 (Kamloops) or 250-214-9610 (Williams Lake) immediately after.

You can also walk a student to OM1631 if they are upset and are having trouble regulating.

Submit a CARE Report by email

If you are concerned about a student who appears to be struggling, in distress or discloses personal hardship, please contact studentaffairs@tru.ca and include the following details:

  • Student name
  • Is the student aware that you are submitting a CARE report and that a student case manager will be reaching out?
  • Date of the incident or concern
  • Description of the concern, including observed behaviours, the incident and any additional background information you would like the case manager to be aware of
  • Any additional actions taken to support or refer the student that you are aware of
  • Consent to share your name with the student:
    • If you consent, the case manager may disclose that you submitted a CARE report.
    • If you do not consent, the case manager will indicate that a “concerned and caring community member submitted a CARE report.” We encourage referrers to notify the student when possible.
  • Your title or relationship to the student
  • Your phone number
  • Would you like us to contact you for follow-up?
